It’s from a manga about one dude with static electricity that’s crazy bad.the dude dragging him away is the seme. It’s got something to do with the static but I forgot. I actually wanted to reread it but slogging through all naono’s manga to find it is daunting.

From my understanding, the stronger an individual's feeling for someone the stronger their pheromones. So basically those two idiots like each other so much their scent got too strong for their current medicine to repress.
