You’re right, I do think he’s being sarcastic, about their emotional goodbyes, hugging and talking about the possibility of not seeing each other again.
“not being able to see through your tears” implies that something emotional is happening right in front of your eyes (and often has a pathetic quality to it) and experiencing this event makes you...cry...a lot...so much that you become “unable to look through your tears”. in this case mafia dude is being sarcastic, as his cold/unemotional face contrasts with him using this expression. this just means that he believes the two other dudes are overacting their feelings and goodbyes to each other
