I don't think Chidori is that kind of a delinquent school rather a below average in scholastic abilities. The teachers seem all decent and so do the students, but Kikyo is pretty prejudiced in slandering the school as delinquents'.
I think there is sense in what u are saying but I find it hard to belive that all boy school with below avarge scholastic abilities would look this clean. Its true the school probably isnt filled with bad people that is unrealistic but I would say that there is gonna be some and also you don't have to be delinquent to damage schools property you can just be bored.
As I said I am compering it to the school in my country and to be even more specific my city. Even my school that i would say is avrage and fairly new is damaged, the classroms that have been redecorated 3 years ago have already scribbled walls, chairs wobbly and falling apart and so on and so on. You don't really see it in chidori which is maybe a bit of cultural shock for me? I dont really know how to phrase it.
