Asami still needs an assurance that the things still work with the routes of smuggling ( so better Fei as leader of HK than crazy Yan, who disappeared after the ordeal, or whatever other leader). Maybe it is just business maybe something else that made him wanting Fei in his place (Homg Kong) than other people. I don't know if this makes sense.

Even when Aki finally falls in love with Asami it's true that he rapes him from the very beginning for countless times, do you hate Asami? Initially, Asami wanted to persuade Feilong to head Baishe, because he worked with Toh. And because Feilong was the most convenient, adequate candidate.
Asami failed to do what he wanted. So he left.
