I not sure if she knows what is happening or not but like I think she does...she is the Empress so she has ears everywhere and he is the son of the woman(Ludovika) her husband(Empror) chose over her and her step son does have his genes so She should know better than leave them alone
I feel like in the case of her knowing about his inner feelings, this is a calculated move that would help Shuri out, I mean think about it; she's about to go to trial and doesn't have much visible support. Only a select few know about Theobald having feelings for her so if the servants or someone else passing by were to see them it could help dispell rumors to a degree??? Idk that's just my thinking process on it.
honestly i think this is also just to help shuri out - there really isnt much of a choice of what shuri has to do, its quite limited. theobald is js an easy escape, but at a cost - hence the flowers being a cure but also poison analogy.

Well this is typical no brain story where you can shut up your brain and even if you miss few chapters, it doesn't change much. The only thing I can say that is different, is that female characters aren't that much sexualized like there were bath scenes but they weren't overy sexualized and there weren't any unnecessary romantic or incest with sister being overly possessive over her brother like in other mangas/mamhwas or animes
