The manhwa has been through this too, when the seme was at first uncomfortable to have sex with Hyesung (after he was assaulted) but Hyesung insisted that he was FINE. They're at a point in their relationship in which they can be completely honest with each other. The seme knows Hyesung enough to read his subtle behavioral cues to know whether or not he really shouldn't be doing something. Also, Hyesung clearly also doesn't think that he's in danger or in a situation too uncomfortable to tolerate.
Overall, this is how I saw it based on these panels. Who knows tho, in the next chapter we'll see if it really was rape. It's up to Hyesung and not us after all.
