Stillwater is a figment of Guwons idyllic version of the world. I think your “usefulness” to community is determined by the role you can fill/play in the facade. We don’t know if the three kids that are already in the town were there before the doctor…if they were then perhaps for Guwon that quotas been filled.
He is very much like a child-king he operates on ideology he is obviously to uninformed to truly implement let alone comprehend. But because he hold the reigns of security and power people bend over backwards to placate him and “yes” him into a state of pseudo-solipsism.
He does not have the mental nor emotional acuity to lead but because of the state of the world his overwhelming physical prowess makes him nigh impossible to deny.
I think Teach is very quickly going to be put in a precarious situation of being pushed and prodded by the wims of the community because he holds the key to Guwons world view/decisions.

That seems like the most likely theory for now. Perhaps this quota comes from some very specific memories. Something in his recesses of his mind recalls a small village he lived in with three kids/siblings, one doctor, teacher, some "hounds" as in dogs, etc. Or a similar setting in a lab bc homie for sure was man made.
It might also be less about quota and just about his very limited exprience with humanity that makes him off the useless folk like that. He doesn't understand the use for "people who can learn anything", because in his mind he needs doctors, teachers, fighters etc.
He doesn't register good grades or smarts. The kids within the village might've in some way proven themselves useful. Maybe they can pick locks, sew or what have you, or simply given Guwon a good enough response to make themselves seem useful to him. Just to throw my own bone into what you're cooking.
